City lays out top-five ICIP requests, including wastewater, Lee Bell Johnson and a multipurpose center

City management presented the commission with the city’s Integrated Capital Improvements Plan (ICIP) top five projects and asked the commission to confirm the list for upcoming capital outlay requests.
Matthew Whitehead, speaking for city staff, said the five priorities are continued upgrades to the wastewater treatment plant (including the Lee Bell/Johnson facility), Marie Street design and construction, a new electrical substation and a community multipurpose center. "The 5 projects that we picked were continued upgrades to our wastewater treatment plant, Lee Bell Johnson facility, Marie Street Street improvements, the substation, and then, community multipurpose center," Whitehead said. Staff proposed asking the governor for $1 million for water/wastewater and smaller targeted requests (about $500,000 each) for design and construction planning for other projects.
Commissioners discussed the priority order and emphasized focusing on the Lee Bell/Johnson facility this year because it has been closed for more than three years and needs foundation work and stabilization. Whitehead said a geotechnical report and preliminary engineering work indicate interior repairs are moderate and that foundation stabilization should be the initial focus.
