Commission accepts $40,000 spay-and-neuter grant to expand shelter services

The Truth or Consequences City Commission voted to accept a $40,000 spay-and-neuter grant from the New Mexico Veterinary Board to finance surgeries and required vaccinations for animals served by the shelter.

Tara, the shelter staff member who presented the item, said the grant covers spay/neuter procedures and associated rabies and core vaccinations. "We got approved for a $40,000 grant that we will get all the animals fixed," Tara said, and explained the grant will also cover rabies shots and required vaccines for dogs and cats. She told commissioners the shelter currently has an agreement with a partner rescue for cat procedures and will use the grant to fund additional dog surgeries; any remaining funds could be used to open discounted services to qualifying members of the public.

Tara described reporting requirements in the grant: an interim report at six months and a final report at 12 months with an additional 30 days to submit final paperwork because veterinary invoicing is received monthly. A commissioner asked whether the program would be first-come, first-served and how the city would reach residents with limited online access; Tara said the shelter would coordinate with the public information officer and use utilities mailings, flyers and partner referrals to advertise availability.

Why this matters: The grant expands the city's capacity to reduce unwanted litters and related shelter intake, and it requires staff to track outputs via two formal reports to the funder.

The commission approved the motion to accept the grant and authorized staff to implement the program under the grant's reporting and eligibility rules.
