Parker council approves Kingswood Estates preliminary plat with three variances

Planner Matt Manton presented the plan and noted staff and the city’s engineering consultant judged the variances would not adversely affect health and safety; the planning and zoning commission had recommended conditional approval 5–0. Developer Brandon Bosch described the project as years in the making and said it would produce "some nice homes." Engineer Brock Corbett explained the detention design is a dry detention pond with an outfall culvert under the street and that the pond would be "fairly shallow" and normally dry.
Council asked about long‑term maintenance of the screening vegetation. Staff and the developer said the homeowners association (HOA) would be responsible for maintaining common‑area vegetation; staff cited the city's buffer‑yard code (section 156.6.32 d1) as a mechanism for future enforcement if plantings were not maintained. The cul‑de‑sac length was described as roughly 1,142 feet with a 60‑foot radius turnaround; staff said the fire department had been consulted informally and did not oppose the layout given the small number of lots.
Council moved to approve the Kingswood Estates preliminary plat with the three variances; the motion passed 5–0.
