Votes at a glance: Keokuk Council approves airport contract, vegetation plan, towing, demolition, leases and permits

The Keokuk City Council on Aug. 7 approved a slate of resolutions and contracts. Items passed included an FAA-funded airport terminal rehabilitation contract award, approval of an integrated roadside vegetation management (IRVM) plan required for certain state funds, a city towing contract, a demolition order, park lease terms, construction and consultant awards for the Riverfront Trail, special-event permits, and a consultant contract for historic-preservation planning. The council also accepted its annual Street Finance Report.

Key outcomes (motions approved): - Airport terminal rehabilitation: Awarded to Jim Burton Construction of Mount Pleasant for $303,530; project is 95% funded by FAA IIJA with a local 5% match of $19,186 (staff recommended approval). (SEG 582–596) - Nuisance demolition: Authorized demolition at 211 North 8th Street to be billed to the owner; lowest bid CCS $6,438.42. (SEG 607–640) - Joyce Park lease: Approved long-term lease and development agreement with Keokuk Youth Soccer Association for two soccer fields. (SEG 641–666) - Riverfront Trail construction contract: Awarded to Jones Contracting Corp. for $1,193,777 (Iowa DOT TAP project). (SEG 679–746) - Big Dam Street Festival: Approved special-event permit (Sept. 25–27, 2025); fireworks approval contingent on submission of insurance. (SEG 746–769) - Spark Consulting: Authorized contract (Rebecca Lawen McCartley d/b/a Spark Consulting) not to exceed $18,575 to support the Historic Preservation Commission; fee reimbursed by the commission and CLG funds. Several items were routine consent-agenda matters (minutes, a five-day liquor license, a 5K special-event permit and payment of bills), and passed as part of the consent agenda. All motions described above passed by voice vote at the meeting unless a separate roll-call tally was noted in the record.

Why it matters: The approvals move several capital and programmatic projects from planning into implementation and preserve eligibility for state and federal grant funds. The council conditioned fireworks on proof of insurance, and several contracts are contingent on state or federal approvals where applicable.
