Keenan said the contractor quote produced a net change order of $19,022.50 for a specific trail restoration item and projected Broadhead project completion in October 2026.
On Ewing Road, Keenan explained the low bidder and the recommended alternative: "We recommend awarding the contract to Independent Enterprises using the alternative bid in the amount of $67,030," he said, describing the alternative as a reconstruction using a Tensor geogrid (HX-165) between asphalt layers to stabilize the roadway. Council discussed the difference between full-depth reconstruction (48 inches) and the alternative (15 inches plus geogrid reinforcement). Keenan and staff said the geogrid approach has been used successfully on similar slopes and will save money while addressing subsidence.
Engineers also summarized park/street grant work: a $1,390,000 grant will fund Crafton Elementary Boulevard streetscaping (planning with the school and city of Pittsburgh this summer and construction in 2027), and an LSA grant of $120,000 supports Crafton Boulevard improvements (lighting, trees, EV charging); bids for the latter were rejected as too high and the work will be split into smaller packages.
