County engineer opens Bridge #43 bids, seeks bridge funding and authorizes condemnation steps on Corydon Ridge Road

County Engineer Kevin Russel opened sealed bids for the Bridge #43 rehabilitation project at the Harrison County commissioners' Jan. 20 meeting, reporting bids from American Contracting ($416,682.50), C&R Construction ($327,000.00), E&B Paving ($335,500.00), Force Construction ($651,357.55), Temple & Temple ($412,230.85) and Libs Paving ($526,162.50).
Russel also asked the board to authorize a task order with Butler, Fairman & Seufert, Inc. for the preliminary engineering (PE) phase of the Bridge #55 maintenance and repair project; commissioners approved the task order by a 2–0 vote. He requested an additional appropriation of $74,686 from the cumulative bridge fund to cover construction costs for additional pier work on Bridge #5752; the board agreed to forward that funding request to the county council.
Russel noted a preconstruction meeting for the Old Highway 111 federal aid resurfacing project is scheduled for Feb. 26, 2026 at 10:00 a.m. at the highway department. He also reported receipt of an INDOT ADA and Title VI compliance email requiring a designated signature page and date for the county's ADA transition plan; the board authorized the necessary changes and signing.
On the Corydon Ridge Road reconstruction project, Russel presented administrative settlement counteroffers for parcels #1 ($40,400), #5 ($11,400) and #6 ($10,000) and the commissioners authorized Commissioner Stepro to sign those counteroffers. Russel said there are seven parcels total and that parcels #4 and #8 will likely require condemnation; the commissioners authorized County Attorney Chris Byrd to proceed with condemnation if necessary. The board also discussed a subordination agreement with Edwardsville Water to allow utility relocation into the county right of way; USI is drafting subordination agreements for a future meeting.
Next steps: the appropriation request for Bridge #5752 will be considered by the county council; staff will complete revised ADA transition-plan paperwork and subordination agreements will return to the board when drafted.
