Public hearing flags costs and logistics if Joliet Township High School District 204 must expand breakfast access

The Joliet Township High School District 204 Board of Trustees opened and closed a public hearing on the Breakfast After the Bell mandate on Sept. 16 after receiving a staff report detailing program size and implementation challenges.
Mrs. Adelmann reported that during the 2024–25 school year the district served an average of 1,589 breakfast meals each day — an increase of 543 meals per day compared with 2023–24. She read the 2025–26 reimbursement rates the district expects to receive: $2.94 per free breakfast (increase of $0.11), $2.64 per reduced-price breakfast (increase of $0.11), and $0.40 per paid breakfast (increase of $0.01). Mrs. Adelmann told the board those reimbursement rates would not cover added costs associated with delivering meals outside current locations and hours.
District staff outlined specific added expenses and operational impacts if the district were required to provide breakfast in classrooms or via kiosks: purchase of refrigerated coolers and carts, additional food-service staff to prepare and deliver bagged meals and milk, extra custodial resources to handle classroom garbage and spills, wireless devices to run point-of-sale software at mobile carts, disruptions to instructional time (for example, serving in PE), potential long kiosk lines during short passing periods and schedule shifts that would require additional supervision.
No public members spoke during the hearing itself; the hearing was closed on a motion by Dr. Angela Huntington and seconded by Michelle Stiff. The district then proceeded with other agenda items. The public minutes record the staff’s estimates of meals and reimbursement rates but do not include a district cost estimate in dollars for full mandate implementation.
The board accepted the report and closed the hearing; any decision to implement expanded breakfast distribution or to modify schedules would require further staff study and possible future board action.
