During committee questioning, Councilwoman Gilmore raised pointed concerns about recent contracting choices and a $5,400,000 allocation for a maintenance facility in the Far Northeast. She linked the facility’s location to Council District 1 and said the circumstances merited review, asking whether Parks Director Joel Clark or Council President Sandoval had disclosed any conflicts of interest related to prior employment ties.
Gilmore said council and the public should be allowed to see the return‑on‑investment materials underlying such decisions so the committee can confirm choices were based on documented analyses rather than ‘‘retaliation or a whim.’’ She asked Clark to share any ROI documents that were prepared for the maintenance facility decision.
Clark responded that he did not believe there were conflicts arising from an employer he worked for 10 years ago, offered to consult the ethics board and said the agreement in question had not come up during his tenure; he committed to providing the committee with outreach plans and contract details when those items are presented to committee.
Council President Sandoval, who was asked about an earlier reported personal tie, said she received a private Joe Shoemaker scholarship while at UC Denver and offered to provide documentation showing the scholarship’s private origin. "I applied for a private scholarship, and it's called the Joe Shoemaker scholarship...I have documentation from UC Denver on how it was paid for," she said, asking to "close that book" on ethics allegations.
The committee did not vote on any measures; members requested follow‑up records including lease terms, procurement histories and any return‑on‑investment or outreach documentation related to the contested decisions. No formal finding of a conflict or ethics violation was made during the meeting.
