Denver City Council on Feb. 23 approved a planned unit development that will conserve the Tramway Nonprofit Center and allow a four‑story, 63‑unit affordable housing project on the adjacent vacant lot.
The vote followed a lengthy staff presentation by Edson Ibanez of Community Planning and Development and more than three hours of public testimony. Urban Land Conservancy (ULC), the nonprofit owner, and its development partner Medici Communities described a plan that pairs protection of the historic Tramway building with construction of income‑restricted rental housing on the former street‑car barn slab. Liah Mitchell of the Department of Housing Stability said the project’s financing (federal and state low‑income housing tax credits) requires a deeper affordability mix: 8 units at or below 30% of area median income (AMI), 9 at 40% AMI, 24 at 50% AMI and 22 at 60% AMI; ULC had earlier committed voluntarily to a 100% income‑restricted covenant at up to 80% AMI with HOST.
