Senator Laird introduced SB 1261 to prevent interruptions in Aging and Disability Resource Connections (ADRCs) when core partners — an area agency on aging or an independent living center — can no longer serve in the operator role. The bill allows ADRCs to continue operating for at least one year and up to two years during transitions so communities retain critical access to home‑and‑community services.
Stakeholders from the California Association of Area Agencies on Aging, Access Central Coast, and independent living centers described ADRCs as essential entry points for long‑term supports and said current law can force service disruptions when a partner changes. Testimony emphasized that the bill does not create a new program; rather, it preserves existing service continuity. The committee moved SB 1261 to Appropriations Committee.
