The EDA also agreed to remove the 2022 strategic‑plan goal to “promote the growth of the city center” until the city council designates a specific city center location; staff will provide an annual progress update in January and make minor data updates. Staff announced a $30,000 grant intended for Old Town commercial renovations is in hand (city is pass‑through) and summarized other Hennepin County grant opportunities (planning grants and small business replacement grants ranging roughly $3,000–$10,000). Monthly permit reporting showed 20 residential permits issued in February vs. 11 in January; staff said several large projects will begin construction in 2026 and expect permit activity to pick up.
