Board unanimously renews Team Charter Academy for five‑year term after hours of testimony

Stockton Unified trustees voted unanimously to approve resolution 24‑35, renewing Team Charter Academy’s charter for a five‑year term beginning July 1, 2025.

District administrator Ty Pafford told the board the staff renewal report found Team Charter qualified as a middle‑performing charter and recommended a five‑year renewal with conditions to correct some petition sections related to special education, progress measurement and governance. "Any deficiencies can be effectively addressed as part of the annual charter oversight and monitoring process," Pafford said.

Representatives from Team Charter urged the board to approve the renewal. "A vote of yes will send a clear, resounding message to our students, our staff, and our families that you matter," Angela Phillips, executive director of Team Charter Academy, told the board. Principal Danielle Ray Reyes and students described the school as a small, personalized environment that helped many students regain academic traction.

Students testified about the school’s impact. "Because of Team Charter Academy, I am becoming the student I always wanted to be," seventh‑grader Casey Johnson said, asking trustees to preserve the option for families.

Multiple parents, teachers and the charter board chair reinforced the request. Mark Condit, chair of the Team Charter board, said the charter was "fiscally sound with transparent governance" and urged approval.

Trustees asked questions but offered praise for the school’s outcomes and for district staff’s review. Following public comment and a brief trustee exchange, a motion to approve resolution 24‑35 passed on a roll call vote.

What happens next: the district will monitor Team Charter’s corrective items through its annual oversight process and track implementation of the recommended fixes to special education descriptions and student‑progress measures.
