Lisku said contractors and the police will assist to secure project areas and limit intrusions during work hours; full closures for resident access only were anticipated.
Council and staff discussed storm‑event standards (project engineered for a 100‑year flood standard) and retaining‑wall choices; staff said the project is shovel‑ready. Councilor Murray moved for approval and the resolution passed by roll call.
Residents had earlier raised safety concerns (speeding on Andrews/Amherst and barricade circumvention), and staff said they would pursue enforcement and adjust closures during work hours to reduce risk to residents and crews.
