Commission approves economic-enhancement process updates, refers 55+ residential impact fee review

Jefferson County commissioners on Sept. 18 approved a package of process and ordinance review requests aimed at streamlining commercial plan approvals and asked for targeted policy reviews related to 55+ community impact fees.
Commissioner Steve Stolipher moved to approve four requests directing Engineering, Planning and Zoning staff and the Planning Commission to review concept-plan processes, to design flow charts for commercial plan approval, to provide recommendations to accelerate post-site-plan approvals and to request recommendations from an Agritourism task force for ordinance improvements. Commissioner Mike Mood seconded the motion; it passed unanimously.
On a related agenda item, Commissioner Cara Keys asked the commission to consider an adjustment to residential impact fees for 55+ communities; Commissioner Stolipher moved to refer the matter to Tischler Bise for review. The motion was seconded by Commissioner Jack Hefestay and approved unanimously, sending the question to a consultant for technical analysis.
Earlier on the agenda the commission received an informational presentation on Tax Increment Financing (TIF) and Sales Tax Increment Financing (STIF) from John Stump of Steptoe & Johnson PLLC. That presentation was informational only; no action was taken on TIF/STIF at this meeting.
Commissioner Jack Hefestay also introduced a resolution recognizing October 2025 as Breast Cancer Awareness Month and designating Oct. 10 as Pink Casual Day; the commission approved the resolution unanimously.
