Jefferson County Commission approves $911,062.99 accounts payable, $860,241.64 in manual checks and multiple hires

The Jefferson County Commission on Sept. 18 unanimously approved routine financial disbursements, personnel hires and several administrative adjustments.
The commission approved accounts payable dated Sept. 11, 2025 totaling $911,062.99 and manual checks for the same date totaling $860,241.64. It also approved payroll for Sept. 12, 2025 in the amount of $505,106.20. The registers and check listings included vendor and sheriff-related disbursements; totals were adopted without objection.
Commissioner Steve Stolipher moved to approve the accounts payable and related financial items; the motion carried with no recorded objections. The manual checks list included notable line items such as a $44,985 payment for Rugged Notebooks and several larger sheriff and public safety disbursements shown in the register.
The commission approved two hires presented by the county administrator: Brandon Wonder as Public Affairs Coordinator (Grade Five) at a salary of $58,656, effective Sept. 23, 2025, and Patti Richardson as Planning Clerk (Grade Four) at a salary of $48,851, with a start date of Sept. 22 or Sept. 29, 2025. Both appointments were approved by unanimous vote.
The body also approved revisions to IT Helpdesk Level I and II positions with associated salary adjustments contingent on SIRN training and certification. Once certified, Christopher Montemurno will be placed at Grade 4, Info Tech Specialist-I/Junior Radio Programmer at $45,560; Spencer Fraser will be Grade 5, Info Tech Specialist-II/Senior Radio Programmer at $52,132.80. The commission approved the position changes and associated salary authorizations.
Chief Financial Officer David Bound secured approval to designate either Commissioner Jack Hefestay or Commissioner Steve Stolipher as interim approver of county financial bills. The commission also approved submitting grant applications to the West Virginia Courthouse Facilities Improvement Authority and the West Virginia First Foundation and granted read-only online access to county bank accounts for the Chief Tax Deputy and Chief Financial Officer. All actions were approved unanimously.
