Jefferson County Commission approves annexation, hires, contracts and short-term investment
Summary
At its Sept. 4 meeting, the Jefferson County Commission approved a small annexation into the City of Charles Town, multiple personnel hires and promotions, contracts including a $39,000 CAD support agreement, and invested matured funds in a CDARS at 4.2% for 13 weeks; routine financial items were also approved.
The Jefferson County Commission on Sept. 4 approved a number of routine and discrete items across finance, personnel and intergovernmental business.
Annexation: The commission approved an Order Approving and Confirming the annexation of a 0.10-acre parcel into the City of Charles Town under West Virginia Code §8-6-4 and §8-6-4a. The parcel is described in the municipal certificate as owned by Edix Quijadas Romero and located in the Charles Town District of Jefferson County.
Finance: The commission approved accounts payable batches (Aug. 28, 2025 — $775,930.13; Sept. 4, 2025 — $390,677.03), manual checks (Aug. 28 and Sept. 4 batches), payroll for Aug. 29 ($535,385.05) and requisitions for Sept. 4 ($686,256.80). CFO David Bound reported a CDARS investment: commissioners approved investing matured funds in a Certificate of Deposit Account Registry Service (CDARS) at 4.2% for 13 weeks.
Personnel and hires: The commission approved promotions for four county firefighters/EMTs with stated rates, and hired a Facilities Helper at a $45,000 annual salary starting Sept. 15, 2025. The Sheriff’s Office hires were approved (part-time bailiff Samuel Ayersman at $19.50/hr. and an 80-hour Kennel Tech, Stephanie Sanchez, at $36,721 annual salary). The commission also approved the Prevention Resource Officer agreement between the Sheriff’s Office and Jefferson County Board of Education for Jefferson High School for 2025–2026.
Contracts and boards: The commission approved a $39,000 Reliable Administration contract for Motorola Flex support (CAD) for the 9-1-1 Center; approved the Jefferson County Development Authority bylaws as presented; and recorded an informational announcement regarding Randox Laboratories by the Development Authority.
Other actions: Commissioners approved JCESA ambulance fee adjustments and exonerations and a series of fiduciary/probate actions (final accounting, estate closings and appointments) while meeting as the Fiduciary Review Board. The meeting concluded with recorded notices of letters sent on the commission’s behalf and adjournment at 6:11 p.m.
