Jefferson County commissioners change Four Seas zoning request to General Commercial, send amended petition back to planning and set Oct. 16 hearing

The Jefferson County Commission voted Sept. 4 to change the zoning designation requested in the Four Seas map amendment to General Commercial and return the amended petition to the Planning Commission for a consistency review. The motion to change the requested zoning passed 4–1, with Commissioner Steve Stolipher recorded in opposition. Commissioner Cara Keys subsequently moved to set a public hearing on the amended petition for Oct. 16, 2025; that motion passed unanimously.

The hearing for the petition, which concerns multiple parcels in the Middleway tax district (Tax Map 5, Parcels 10.3, 10.4, 10.7, 12.14 and 12.15), included a staff report and presentation by the applicant. Public comment in the record included written input from David Tabb and in-person remarks from Adam Shively and Brett Cochran. The record indicates the Planning Commission will now review the amended application for consistency with the county’s Comprehensive Plan before the scheduled hearing.

Commission President Pasha Majdi introduced the motion to alter the zoning designation and move the petition back to the Planning Commission for the additional review. The minutes record the roll call as 4–1 on the zoning-change motion; Commissioner Stolipher is listed as the sole vote in opposition. The commission’s action does not itself adopt a final zoning change but authorizes further procedural review and a new public hearing.

The next procedural step is the Planning Commission’s consistency review and the public hearing on Oct. 16, 2025, where members of the public may comment and commissioners may take final action after considering Planning Commission findings.
