The National City Council ratified a memorandum of agreement with San Diego County to provide housing assistance to residents displaced or impacted by the January 22 floods.
Carlos Aguirre, Community Development director, told the council the county provided $362,727 to help transition 31 families still in temporary lodging. The city has contracted South Bay Community Services to conduct assessments and deliver assistance up to $9,300 per eligible household to meet unduplicated needs such as temporary lodging extension, rental assistance, or other transition costs.
Resident speakers Angelica and Reuben Villa addressed the council in Spanish and English, respectively, thanking staff and councilmembers for assistance during the emergency and describing the difficulties of hotel-to-hotel moves and uncertainty while apartments are repaired.
Aguirre said some units—such as apartments at Highland View—were nearing completion and permits would be approved as repairs finished to enable families to return. Councilmembers and staff praised interagency coordination (city staff, county, EDCO, and nonprofit partners) and called the response “government in action.”
