Planning staff said the property — historically the Sanders family’s tire shop — had been used for storage since the prior business closed and that the zoning ordinance allows reestablishment of certain discontinued nonconforming uses by special exception. The applicant (identified in the packet as Michael Jernigan) proposed basic maintenance services, state inspections, tire sales and on-road service; proposed hours were 8 a.m. to 5 p.m. weekdays with one full-time and two part-time employees.
A resident, Jake Clifford, spoke in favor of the application but asked for clarification about the application’s statement that the home and business were "under contract" and raised access and signage questions. Planning staff responded that the parcel is under contract for sale conditional on the special-exception approval and that existing entrances and parking would be used.
One commissioner moved to forward the application to the Board of Supervisors; the motion carried unanimously on a voice vote. The Board of Supervisors will consider the application and any final conditions or modifications.
