Redevelopment commission approves minutes, financials and administrative draws; property-maintenance bids taken under advisement

The Anderson Redevelopment Commission on March 10 approved minutes from Feb. 4 and March 3, accepted its monthly financial report and authorized payment of invoices.

Commission members then opened four sealed bids for 2026 ARC property maintenance and, after discussing scope differences and herbicide options, voted to take the bids under advisement for further review and to return with a recommendation next month. Staff reported bids from Select Lawn Services (about $88,006.10), C & C Lawn Care (about $90,140), TMGUSA LLC (two alternate options near $209,680–$211,680) and a higher combined bid from Davey/Soarscribe (about $365,685). Commissioners noted the mayor had asked for increased vegetation spraying and mowing in the scope, which affects direct comparability.

The commission also approved draw request #23 for the Kenmore project, confirming the draw amount at $531,426.62 and noting one remaining retainage draw. A separate motion renewed the farm lease for roughly 62 ARC acres (about 55 tillable acres) at the same per-acre price paid in prior years; staff said the farmer has performed satisfactorily and recommended renewing for 2026.

Chair (speaker 2) told commissioners that the sealed maintenance bids will be reviewed in detail and that an award would be brought back for action next month. The motions on routine items passed by voice vote.

The meeting adjourned the consent/administrative block and proceeded to project-specific agenda items.
