At its March 10 meeting, the Webster Groves Historic Preservation Commission said it will ask staff to research whether additional protections are needed for the city's historic districts after a recent City Council debate over front‑facing garages.
"There is no other ordinance that protects the historic districts other than the 40% rule," Vice Chair Carol Vanquie said, summarizing what she described as council feedback after attending the council session. Vanquie said at least one council member told the commission they were unaware that the 40% rule serves as the principal local protection for historic properties.
Vanquie told commissioners the council and the mayor asked Mr. Wagner to look into possibilities for "carving out some protections for the historic district." She said the council completed first and second readings of a proposed ordinance and that additional amendments or a final vote could alter the measure's effect.
Commissioners framed the request as research and fact‑finding rather than a directive to adopt specific policy. Vanquie emphasized the potential consequences for the city's Certified Local Government (CLG) status if historic properties are not adequately protected.
Joe Robert said he had watched the council meeting online and believed the item may have been postponed; he added that Mr. Wagner would prepare notes and return comments for a future update to the commission.
The commission did not take formal action on an ordinance at the meeting. City staff are expected to report back with research and any recommended language or procedural options at a future commission meeting.
