Council authorizes three-year prosecution contract and appoints liaison to school superintendent search

Following notice of the longtime municipal prosecutor’s retirement, the city solicited proposals and recommended retaining Kelly and Lemons for municipal prosecution services.
City counsel Jolene summarized the RFP process, noting three qualified proposals were received and that staff’s due diligence and reference checks supported the recommendation. Staff highlighted that lead prosecutor Cameron McClelland would hold regular office hours in Forest Lake to provide face-to-face time with officers and staff. The council authorized the interim city administrator to enter into a three-year contract with Kelly and Lemons with a contract start date of April 1, 2026, subject to final negotiation and review by the city attorney; the motion passed unanimously.
Separately, the council agreed to appoint a council liaison to participate in a Forest Lake Area Schools superintendent search focus group. Councilmember Miller volunteered and was appointed as the council liaison by motion; the council noted the meeting was scheduled for the following day.
The council directed staff to finalize contract terms and to return a form-of-contract for city attorney approval.
