Seattle council signs proclamations marking Khmer Rouge anniversary and Black Maternal Health Week

At the April 13 briefing the City Council signed two proclamations.
Council member Rink presented a proclamation observing the 50th anniversary of the Khmer Rouge atrocities, called on the city to stand with immigrant and refugee communities and said multiple Cambodian and Khmer organizations will speak at full council the following day. The clerk conducted a roll call and six members voted to affix signatures to that proclamation.
Council member Foster presented a proclamation recognizing April 11–17, 2026 as Black Maternal Health Week, noting disparities in birthing outcomes and the role of doulas and birth workers. Foster said this will be the first year the city, county and state together recognize Black Maternal Health Week, and thanked community organizers and advocates. The clerk again conducted a roll call and six members signed the proclamation.
Both proclamations were adopted by the council during the briefing; members did not debate or amend the text during the session.
