Legal and transit staff said the agreement carries forward most previous payment structures and service levels but updates certain passholder provisions and clarifies the treatment of Area 2 fees. Staff said Area 2 fees are calculated as a five‑year average of real‑estate transfer and short‑term rental receipts with a $500,000 cap for credit to the service.
The council removed the JHMR item from the consent calendar for separate public comment and discussion. Jared Smith, a past START board chair, spoke in support and said the agreement provides budget certainty for START and the resort. After questions from elected officials about passholder language and wage‑driven escalation caps, both bodies voted to approve the agreement unanimously.
Next steps: staff will finalize the executed contract and return final paperwork to the council and commission reports for the record.
