Autauga County Commission awards $335,420 park contract, approves personnel moves and names Pine Level complex 'Liberty Fields'

The commission accepted the low bid from Tri-County Construction LLC for Old Kingston Park improvements, approving Resolution No. 2026-15 that awards the construction contract for $335,420. The resolution, citing FY 2023 Community Development Block Grant Community Enhancement funds (project SM-CE-PF-23-012) administered by the Alabama Department of Economic and Community Affairs, notes that Tri-County was the responsible low bidder and that the company’s SAM.gov registration is active. Greg Gillian of Larry E. Speaks & Associates, Inc., recommended the award after tabulation of bids.
Why it matters: the project uses federal CDBG funds and will be administered under state competitive bidding rules (Alabama Code §41-16-50); awarding the contract begins the procurement-to-construction phase for the park improvements.
The commission also approved change order #2 for the Autauga County Jail controls and voted to apply for a Law Enforcement Mental Health federal grant. The minutes record a budget line-item amendment of $4,656.08 to account 001-52100-234 reflecting an insurance recovery related to a 2024 Chevy 1500 (VIN G135646).
On personnel and contracts, the commission approved: - A one-year healthcare contract with Turn Key dba TK Health covering 4/1/2026–3/31/2027. - Promotions in the sheriff’s office: Charles Driscoll to lieutenant (effective 4/4/2026) and Zachary Weldon to sergeant (effective 4/4/2026). - A one-year, one-step pay increase for Veronica Dickenson, front desk clerk (date of hire 3/24/2025), for satisfactory service. - Hiring of Maggie Kervin as Reappraisal Clerk (effective 3/24/2026) and other classified pay-step adjustments and crew promotions in the road department; one previously approved hire (Kalvin Thomas, mechanic) was rescinded.
The commission suspended the rules to add and approve a one-year usage contract with the Marbury Youth Baseball League for Pine Level Ball Park and adopted Resolution No. 2026-16 officially naming the baseball complex Liberty Fields at Pine Level Park. The resolution frames the naming as part of local recognition of the U.S. Semiquincentennial and community values.
Chairman Jay Thompson presided; the meeting adjourned at 6:40 p.m. The commission will reconvene April 7, 2026, at 5:00 p.m.
