Weld County opens hearing on Motor Pool Complex expenditure; staff says project was previously budgeted

The Weld County Board of County Commissioners opened a public hearing March 16 on an expenditure of more than $2,500,000 for the purchase and renovation of the Motor Pool Complex at 1399 Or 17th Avenue in Greeley. The chair opened the record for public comment and said the board would hear remarks on the specific expenditure.

County staff, addressed in the meeting as Bruce, told commissioners the Motor Pool Complex work had been budgeted in earlier cycles and that supplemental appropriations and state contributions had changed the project's total. "The thing is that this has been budgeted for," Bruce said, adding that costs rose through supplemental actions and outside funding. "We're up to 19,000,000. And then there was some money coming in from the state, and then sort of settled out and a certain amount, I think was about 23,000,000." The staff explanation characterized the item as noticed for comment and not a surprise new expenditure.

A commissioner asked for clarification about why the item was noticed under the charter provision that requires public notice for expenditures over $2,500,000 that were "otherwise not budgeted for." "Can I just get a little further clarification?" the commissioner said, asking whether the provision applied when a project had been planned across prior fiscal years. Staff replied that the charter provision was intended for expenditures that suddenly appeared without prior budget authorization, and reiterated that opening the hearing posed no procedural harm.

The chair opened the public comment period on the specific expenditure, received no speakers and closed the hearing. No additional resolution was presented; staff noted the underlying contract had already been approved on the consent agenda at an earlier meeting. The board took no further formal action at this meeting on the Motor Pool Complex beyond receiving comment and clarifying the budget and notice record.
