Daggett County Municipal Building Authority revises CIB one‑year list, prioritizes bike path over major airport project

The Daggett County Municipal Building Authority voted April 7 to update its one‑year project priorities in the Utah project portal, placing a proposed bike and pedestrian path at the top of the list and moving a $1,000,000 airport improvement project to the 2–5 year list.

The vote came after a lengthy review of portal entries and project descriptions. Chair raised the item for consideration and Staff member explained that the governor’s office and CIB staff have started using the portal and that board members should be ready to justify requests that deviate from the stated priority order. "If you're coming in with a number, say, a number 3 and you're not attending to number 1 or number 2, then a justification be prepared," Staff member said, urging consistent prioritization when submitting projects.

Board members debated timing for airport work. Committee members argued that short‑term pavement preservation or crack seal at Manila could be necessary to keep surfaces serviceable, while the larger Dutch John airport project (approximately $1,000,000) is unlikely to be carried out this year and should be moved to the 2–5 year list. "If we don't do something, it's not gonna survive a couple of years," one Committee member said when describing the need for interim preservation.

The board clarified and reallocated line items for airport work: a $150,000 pavement‑preservation/taxiway item was maintained on the one‑year list to cover taxiway/runway preservation, while a $50,000 equipment line (windsocks, beacon, and related small equipment) was also retained for near‑term work. Staff member said the portal display sometimes printed figures unclearly and suggested reviewing entries on screen to ensure dollar amounts and project descriptions are correct.

Members also reviewed other projects on the one‑year list including property acquisition, Daggett County rodeo grounds improvements, a ski‑resort study, jail updates, and local bike/pedestrian projects; larger utility projects — water distribution/treatment and sewer improvements, each discussed around $4,000,000 — were moved to the 2–5 year list. The board discussed application timing for aeronautics funds (state fiscal year begins in July) and the need to plan for a local 20% match if pursuing aeronautics funding.

At the close of discussion, Committee member moved and Chair seconded a motion to update the Utah project portal with the agreed priorities. The motion passed by voice vote. The board instructed Staff member to make edits to project types and descriptions in the portal so the entries accurately reflect the items to be submitted to CIB/GOED going into the May 1 deadline.
