Jefferson council approves hazard plan, park engineering contract and cemetery repairs; tables vendor contract and JEDCO funding request

The Jefferson City Council on June 1 adopted an updated FEMA 2024 multi-jurisdiction hazard mitigation plan, approved an engineering agreement for a Texas Parks & Wildlife Trails grant and awarded several local infrastructure contracts while tabling two items that council members said need more detail.
Council members voted unanimously to adopt the FEMA plan after a brief clerical correction was noted in the draft resolution. The council then approved an agreement with SPI for engineering services tied to the Parks & Wildlife Trails grant for $66,964, with members asking only for clarifications about decking materials during discussion before a recorded unanimous vote.
On procurement and maintenance, the council awarded road repairs in Oakwood Memorial Cemetery to Big T Construction with a spending cap set at $33,000 and approved multiple 2-inch street overlay segments, directing McDonald Construction to perform several projects (line-item estimates for the approved segments were read into the record). The Big Cypress Corvette weekend event was also approved for June 4–6, 2026; presenters highlighted prior years’ participation and charitable contributions.
Two items were postponed for follow-up. Council members asked the Willdan Engineering contract—questioned for lodging, mileage and a $12,801 cost line—to be tabled until the vendor can answer specific questions; the motion to table carried. Separately, councilors heard a presentation asking permission to seek up to $500,000 from Jefferson Economic Development Corporation (JEDCO) to upgrade the Marshall Lift Station so several lots could be developed; because of remaining cost and financing questions, the body voted to table that request until the next meeting to collect more detailed estimates and alternative funding options.
Appointments and administrative actions moved on the consent and appointment portions of the agenda: the council approved minutes, supported a TxDOT grant application, set the 2026 retirement contribution rate, rescinded a prior recruitment policy item tied to JEDCO, and completed several board and commission appointments specified on the agenda.
