South Barrington board approves annexation amendment, liquor-license changes and wetland mitigation banking

The Village of South Barrington Board of Trustees on July 13 adopted several ordinances and approved routine financial and personnel items.
The Board voted to adopt a first amendment to the annexation agreement for the property at 61 E. Palatine Road. Village Attorney James Vasselli presented the amendment during an open public hearing; no members of the public spoke in opposition and the Board approved the ordinance by roll call (Ayes‑5, Nays‑0, Absent‑2).
Trustees also approved amendments to the Village Code on liquor licensing: the board established a new liquor‑license classification for salons and barbershops and amended Section 3‑2‑8 (Number of Licenses: License Fees). Both code changes passed on motions recorded by the Board.
The Board approved an ordinance permitting wetland mitigation banking within the Village. The ordinance was adopted by recorded vote as part of the evening’s consent matters.
On financial business, trustees approved Warrant Run #1 for $72,156.73 and Warrant Run #2 for $264,116.51 by roll call. The Board accepted the Statement of Revenues and Expenditures as of June 30, 2023 and approved the Detailed Balance Sheet.
Public safety personnel actions included Board concurrence in conditional letters of employment for Full‑Time Officer Aleksandra Sakowska and Part‑Time Officer Edward Mohn; both resolutions passed. The Board also adopted an ordinance authorizing disposal of two surplus automated external defibrillators from the Police Department.
The Board accepted an Architectural Control Commission recommendation approving signage for Grant & Dunne at The Arboretum (100 W. Higgins Road, Suite R‑13). Other routine committee and staff reports were received, including updates on Barrington Road resurfacing and the 2023 Road Program scope extension.
The Board entered executive session to discuss personnel, collective bargaining and potential litigation and reconvened later in the meeting. No formal executive‑session actions were reported in open session. The meeting adjourned at 9:15 p.m.
