Hillsborough County commissioners approve stormwater funding, $24M for Fletcher District and major wastewater contract increase

The board approved a conveyance agreement with MMI Development Inc. to support multiple stormwater improvement projects in Progress Village that will serve multifamily housing. The agreement obligates MMI to provide an additional $3,000,000 for stormwater capacity and floodplain mitigation beyond developer-required work and includes construction of pathways, signage and other community enhancements, county communications said.
County commissioners also adopted an ordinance repealing and replacing portions of the solicitation-and-distribution and public-roads ordinance. The revised language continues to allow law enforcement to prohibit pedestrians from entering roadways to distribute, receive or exchange items from vehicles; county communications said the change is aimed at increasing public safety.
Commissioners approved the use of $24,000,000 in existing Community Investment Tax (CIT) funds for critical infrastructure and public‑safety projects in the new Fletcher District. The funds are slated for a pedestrian bridge, turn lanes and other traffic improvements meant to support housing, hospitality development and nearby institutions including the University of South Florida (USF). The county communication noted the Fletcher District is expected to generate long‑term economic benefits for USF and the community.
The board selected 11 projects to be funded by Community Development Block Grant Disaster Recovery (CDBG‑DR) funds to address or mitigate flooding impacts across the county. The projects fall into four categories: neighborhood drainage improvements; ditch restorations; pulver repairs or replacements; and lift station resilience. The county said those projects will be geographically dispersed in areas identified as most vulnerable to flooding.
The board also approved the fourth modification to the progressive design–build agreement with Garney Companies, Inc. for the 1 Water South wastewater conveyance and treatment project, increasing the existing contract amount by $138,500,000 to support construction of the Balm Road Superlift Station.
