Albany County panel recommends zoning update to define livestock production and require perimeter standards

The Albany County Planning and Zoning Commission voted at its March meeting to recommend approval of a proposed amendment to the county zoning resolution (ZA-03-25) that defines livestock production, grazing and storage of related equipment, removes "commercial" from that land-use in Table 4.1, and adds a new section with standards for livestock-related operations.
Staff presented the proposal as an implementation step following a state legislative change that requires counties, as part of subdivision review, to ensure perimeter fencing where livestock may be run at large. As staff explained, the amendment clarifies what lands are subject to that requirement and establishes local standards to address developer and subdivision questions about who must provide fencing and when.
The commission opened the item for public comment; no written comments were received prior to the meeting. Commissioners asked for background about the legislation and the proposal’s intent; county staff explained the rule generally applies where livestock are legally allowed to run at large and that fencing requirements may be triggered where subdivisions adjoin such lands.
A motion to recommend approval of ZA-03-25 to the Board of County Commissioners passed by voice vote; the item will be forwarded to the BOCC for final action.
