Council grants leave to withdraw on proposed Human Rights Commission ordinance, members urge broader community drafting

The Leominster City Council on March 23 voted to give petition 37-26 — which proposed establishing a Human Rights Commission — leave to withdraw without prejudice, after committee review and extended council discussion about wording and process.

Legal Affairs chair Pauline Cormier told the council the committee had taken testimony and recommended not to grant the petition in its present form but to allow the petitioner to withdraw without prejudice so the idea could be refined. Several councilors said they support the concept of a municipal human-rights commission but had concerns about the language and implementation details in the submitted petition.

One councilor said the document looked like a working draft that needed community input and a working group; another councilor who supported the concept but not the current draft urged collaboration with residents and stakeholders to craft a version that better reflects local needs. Two high-school students' letters were mentioned as part of the public record; the petitioner will be allowed to withdraw and work with councilors and community groups on a revised proposal.

Councilors also noted the difference between supporting the idea of a commission and approving this specific submitted ordinance language, and they encouraged a process that would include public engagement and legal review before returning a revised petition to the council.
