For the Primrose Detention Reserve A final plat (26.76 acres into one block and one reserve, in the Manvel extraterritorial jurisdiction), staff recommended approval with conditions including signature and construction plan corrections, utility letters of no objection, MUD boundary lines and parkland table revisions. Commissioners asked about the absence of a park given the acreage; the Commission approved the plat 7‑0 with the listed conditions.
The Commission also approved the Massey Ranch Horizon final plat (approximately 10 acres subdivided into seven residential lots). Staff noted a zoning variance had been granted for reducing the front lot width of one lot and confirmed all lots met the one‑acre minimum; the Commission approved the plat with six conditions, 7‑0.
On procedural direction, the Commission voted unanimously to instruct staff to provide applicants written statements explaining the conditions for conditional approvals and the reasons for any disapprovals, citing Texas Local Government Code §212.0091.
