Council introduces ordinance to adjust mayor and council pay up to Measure W cap; vote to waive first reading passes unanimously

The Livermore City Council on April 13 introduced an ordinance to amend municipal code limits on compensation for the mayor and council members, and waived first reading by unanimous vote.

Deputy City Manager Stephanie Ajidio said Measure W, approved by voters in 2014, establishes local limits that are more restrictive than state law and allows only one adjustment per election cycle with no multiyear increases. Staff calculated allowable increases using the Consumer Price Index, which rose about 5.2% since the last adjustment; Measure W caps any increase at 5%.

Ajidio presented current and proposed monthly compensation figures: council members currently receive $1,123.50 per month, with the proposed 5% increase to $1,179.68; the mayor’s monthly pay would increase from $1,564.50 to $1,642.73. Staff recommended introducing the ordinance and waiving first reading; the adjustment would take effect in December after newly elected council members are sworn in.

During public comment, Alan Marling said modest stipends reduce barriers to running for office and help diversify candidates. Council member Dunbar spoke in favor of lowering barriers for people who are not wealthy and noted the item applies to the incoming council, not a raise for sitting members.

Council member Dunbar moved to introduce the ordinance and waive first reading; Council member Branning seconded. The motion passed unanimously by voice vote.
