Chris York, the city’s budget director, briefed employees at the town hall that the city’s revenue outlook has been volatile month to month but is in a slightly better position than when the budget process began.
York described a sequence of swings in use and sales-tax receipts — including a correction from the Oklahoma Tax Commission (OTCO) — that left staff unable to rely on a steady trajectory. "We have to have a balanced budget. That's by state law," York said, describing earlier requests for cuts (1.4% for public safety and 2.4% for other general-fund departments) and the work to finalize proposals with the city manager’s office.
York said the formal presentation to the city council will be on April 28, followed by council consideration with a target adoption on June 3 and a projected go-live date of July 1. He encouraged employees and residents to review the proposed budget materials when posted to vision.okc.gov and noted a series of departmental presentations scheduled between late April and late May.
City Manager Craig Freeman earlier framed the context as a multi-year stretch of budget pressure and said staff have narrowed position eliminations to a small number while continuing to work with affected employees.
