Council declines BYOB for August 'Rockin' on the River' festival, cites liability and enforcement concerns

During discussion, councilmembers and staff outlined alternatives the organizer could pursue: require a licensed mobile liquor vendor (as used by other local festivals), fence and contain an area for alcohol sales, or agree to officer coverage for the hours alcohol is present. Staff indicated that mobile vendors with a temporary/mobile liquor license have been used at other events (examples cited: Main Street events, Hy-Vee at riverfront) and that requiring a licensed vendor would make alcohol sales controlled and reduce city liability.
The council directed staff to work with the applicant on options and to report back; the meeting record shows no final action approving an alternative at this session.
