Public Works (speaker 9) explained the town secured a grant award ($280,722) to fund the Wharf Park work but that current bids show an approximate deficit of $179,827 driven largely by inflation and market changes since the grant application. "The grant itself was $280,722… when you get looking at the bid and the prices that were big, we're at a deficit of 179,827," the director said.
Staff proposed a phased approach: construct the band shell, associated pedestrian pathways and basic site utilities now (including bollard lighting and pedestal drops for electric and water for future events) and postpone paving and some parking lot and lighting elements until a subsequent grant round. Councilmember (speaker 1) made a motion to approve negotiated bids to Middleton's Construction, Chuck's Electric and Greenscapes LLC with a combined not‑to‑exceed amount aligned to the grant for the initial scope; the motion was seconded and passed on a voice vote.
Contract awards and initial construction will proceed with the intent to reapply for grant funding in September to complete the remaining scope. Staff said constructing the band shell first reduces heavy‑equipment impact on any new paved surfaces.
The council asked staff to provide a brief scope‑and‑cost memo showing which elements are included in the initial phase and which are deferred so the public record clearly reflects what the grant will cover.
