Union raises Oracle payroll, special-education staffing and discipline concerns during public comment

During public comment, Kelly Olds of TAPCO told the board that BCPS’s payroll conversion to Oracle continues to cause problems, including cases where split-position employees received partial pay. Olds described a member who received only half a paycheck because of position changes in Oracle and said such errors can take multiple pay cycles to correct. She urged the district to work with unions to resolve payroll errors and requested a district report on Oracle implementation.
Olds also said the district has struggled to provide additional time and compensation for special-education case management and asked the board to find a solution to retain educators who perform legally mandated documentation. She raised concerns about discipline inequities across schools and asked to be part of the superintendent search process and any interim superintendent decisions.
The board accepted the public comment and later in the meeting Christina Pumphrey requested a report on Oracle implementation for a future agenda.
