BCPS unveils reimagined School Progress Plan; district suggests Microsoft CoPilot for data analysis

Baltimore County Public Schools staff presented a reimagined School Progress Plan (SPP) on March 24, describing the tool as a color-coded Microsoft Excel workbook aligned to the district’s strategic priorities (academic achievement, infrastructure, highly effective teachers and leaders, and safety/climate). The SPP links to an evidence-based practices database and is designed to streamline schools’ planning by pre-populating data and embedding prompts and linked resources.
Director of School Performance Tag Landon and colleagues said the district considered national and local best practices and aimed to make the SPP actionable and user-friendly. Schools will select evidence-based practices and up to eight aligned improvement strategies within the workbook, with required entries for all students, multilingual learners and students receiving special education services. Principals will be able to generate automated snapshots for public posting.
When asked whether artificial intelligence was used in the process, staff said they used Google search in early research and explicitly recommended that schools consider Microsoft CoPilot for data-analysis tasks; staff noted Microsoft CoPilot is an approved BCPS tool and the SPP includes a suggestion prompt indicating that option.
The district said the SPP will run on a one-year cycle to allow responsiveness to changing accountability systems; staff will post automated snapshots on school websites beginning in September and will continue monitoring and implementation through the following year.
