Calvert County schools approve $498,700 Panorama student-success platform

The board’s finance supervisor, Sheldon Taylor, said the procurement would leverage the competitively awarded TIPS contract no. 240403 and would be paid over three years. "This combined platform ultimately strengthens educator capacity, accelerates student support, and helps the district make informed timely decisions that improve student outcomes," Taylor said.
Scott McCone, the district’s director of system and instructional performance, described the purchase as an expansion of existing Panorama use in social-emotional learning to include a student-success element that can produce individualized reading-intervention plans mandated by forthcoming state ELA requirements. "For us, it would be Panorama," McCone said of the data source the district will use to generate required student intervention letters and plans.
Board members pressed for practical details during the discussion: McCone said the vendor will begin onboarding in April and provide phased training, including three 90-minute sessions for trainers and direct training for staff, and that the district expects a transition period during which legacy tools will be phased out. The district acknowledged a year of overlap and said it will provide a post-meeting cost-offset estimate showing savings from retiring existing tools.
The motion to approve passed by voice vote with an announced tally of 5–0. The contract award was described in the presentation as Panorama Education (Boston) for $498,700 spread over three years, to be implemented with district training and vendor onboarding beginning before the official contract payments start.
What’s next: Staff said they will begin onboarding and phased training in April, continue summer leadership training and provide training to teachers during professional development before the school year; the board did not amend the procurement at the meeting.
