Libertyville SD 70 board approves consent agenda, gift policy, IASB delegate and destruction of older closed-session recordings

At its Oct. 27 meeting the Libertyville SD 70 Board of Education approved routine business items and several governance actions, including adoption of a gifts-to-district policy, the designation of an IASB delegate and authorization to destroy closed-session audio recordings older than 18 months where written minutes are maintained.
Board Member Mr. McGhee moved and Board Member Mr. Lawton seconded approval of the consent agenda, which included the Sept. 29 regular meeting minutes, finance reports (agenda of bills, payroll, treasurer’s report) and personnel items; the roll-call vote was unanimous in favor.
The board adopted Board Report 6.1, Policy 8:80 (Community Relations: Gifts to the District), on a motion by Board Member Mr. Lawton and a second from Board Secretary Nanette Dahlke; the roll-call vote was unanimous.
On Board Report 6.2 the board nominated Board Member Mr. Steve Sticklen as its official delegate to the Illinois Association of School Boards (IASB) Delegate Assembly at the 2025 Joint Annual Conference. The motion (moved by Mr. McGhee, seconded by Mr. Lawton) passed on a roll-call vote of six ayes with one abstention; Mr. Sticklen abstained from the vote naming him delegate.
The board also approved Board Report 6.3 granting Delegate Sticklen authority to vote at the IASB Delegate Assembly "solely in accordance with the consensus of the Libertyville District 70 Board of Education on October 27, 2025." That motion passed by roll call: six ayes, one abstention (Mr. Sticklen).
Board Report 6.4 requested approval to destroy closed-session audio recordings that are 18 months or older when written minutes are maintained in a confidential file, consistent with the Illinois Open Meetings Act. On a motion by Mr. McGhee and a second by Mr. Lawton the board approved the destruction on a unanimous roll-call vote.
The meeting also included an informational FOIA report noting three requests this month (requesters: Steve Watts; Owen Wang of the Lake County Gazette; and Frank Patterson of Academy Research Group) and committee updates covering SEDOL budget and superintendent hiring, foundation grant awards, ED-RED and SB243 discussion, and an IASB Lake Division meeting recap.
The board adjourned at 6:41 p.m. after a motion by Mr. McGhee and second by Mr. Lawton passed unanimously.
