The Havre de Grace city council on April 6 authorized the retention of outside counsel for two pending administrative appeals and voted to table Ordinance 12-14.
Council President Ringstacker moved to retain outside counsel for the Legacy Forest Conservation Plan appeal, citing a potential conflict if the city attorney represented multiple sides. The city attorney explained that the appeal is an administrative appeal of a department head decision before the Board of Appeals and recommended outside counsel to avoid a conflict of interest. The council approved the retention by unanimous vote.
The council also approved retention of outside counsel for a separate Jones appeal for similar reasons. Both motions carried 6-0.
Separately, Council Member Jones moved to table Ordinance 12-14 to allow for further discussion by the council; that motion carried 6-0. Under city procedures described by the mayor, tabling an ordinance is a straight-up vote with no debate.
Council did not take final action on the ordinance at the meeting; staff will return the ordinance to the agenda after additional council discussion.
