Board rejects two proposed alternate boundary maps after debate and votes

During the Feb. 12 work session, board members introduced and put to a vote two separate resolutions that would have formalized alternate boundary options for public comment.
Board member Carla Silvestre read a resolution asking staff to develop an alternate map for Region 3 (the Woodward/Northwood expansion) that would restore articulations akin to an earlier Option B for neighborhoods including Wheaton Woods, Georgian Forest and Harmony Hills and provide those communities an opportunity to comment. The motion was seconded. After discussion—during which several members said the board has already held multiple hearings and broad outreach—President Grace Roya Oven called the vote. The chair counted three votes in favor (Stewart, Silvestre, Yang), several opposed and one abstention (Zimmerman); because the board requires five votes to elevate an alternative, the motion failed.
Later, a second resolution introduced by a board member identified in the transcript as Jillian sought an alternate articulation pattern in the Crown/Damascus study (for example, moving Stony Veil/Trevilla to Cabin John). That motion was also seconded and debated. Board members again raised process concerns and the need for precise language; the motion likewise failed to receive the five votes required.
No alternate maps were adopted for public hearing at this session; staff will continue to present data and refine analyses as the board approaches its March decision.
