Board narrows event street-closure policy, keeps some high-impact closures for board review

Staff and supervisors discussed shifting larger closures to alternate corridors (for example, Curry Street rather than Carson Street) when practical to preserve through-traffic. Staff said event organizers must provide a notification plan to affected residents (acceptable methods include door hangers, email or newspaper notice) and be responsible for trash management and restroom access plans; the board asked staff to require evidence of notification and cleanup as part of staff-level approvals.
