The Board of County Commissioners on March 12 approved submission of the Tenth Judicial District’s adult services comprehensive plan grant application to the Kansas Department of Corrections for $3,140,537.
Rachel Mestad, of the Johnson County Department of Corrections, told the board that the Kansas Department of Corrections had paused implementation of a new funding formula after stakeholder concerns and has contracted the Council of State Governments for a two‑year review. "They have just signed an agreement with the Council of State Governments to begin to review the process... they're going to review first the adult funding formula," she said.
Mestad said Kansas defines program success by a 75% statutory threshold for probationers who are not sent to prison; Johnson County reported a 78.1% success rate and a local one‑year recidivism lookback rate of about 76.85% for clients who completed probation successfully in fiscal 2024. Commissioners asked about distribution concerns and noted Johnson County’s attempts to press for a more transparent allocation statewide.
Commissioner Allen Brand moved to approve the grant application and associated authorizations for positions, contracts and client services; the motion passed on roll call 7–0.
