Johnson County approves $187,470 inspection agreement for Spring Hill storm sewers

Sarah Smith, of the Johnson County Stormwater Management Program, told the board the project covers inspection of 8.5 miles of storm sewer pipe and 560 storm structures and has a total estimated cost of $374,000.94. "The city of Spring Hill requested funding for the inspection of 8.5 miles of storm sewer pipe and 560 storm sewer structures for, total project cost $374,000.94, and the S and P cost share of $187,470," she said.
Smith said the county program provides cost share for city replacements and the inspections required to qualify for replacements, and that the city will undertake a competitive bid process before work begins and the county will reimburse based on that bidding outcome.
Commissioner Brewer moved approval. The board approved the agreement 6–0 with Chair Mike Kelly recused on the item; the clerk recorded one recusal and six votes in favor.
Why it matters: inspections are required to qualify some capital replacements for county cost share and this action unlocks reimbursement funding for Spring Hill to move ahead with an off‑cycle project that exceeded the $150,000 threshold for formal board action.
