Planning commission approves flagpole, subdivision and special-use permits; upholds staff on billboard signage
Summary
Carson City’s Planning Commission approved a 70-foot flagpole at Carson Tahoe, a special-use permit for a large accessory-structure addition, and recommended approval of a 103-lot tentative subdivision; it denied a billboard-owner appeal to add fence-mounted identification signs and recommended a zoning text amendment to allow transferred setbacks for relocated historic structures with added Planning Commission oversight.

The Carson City Planning Commission on Tuesday voted on a string of land-use items, approving several permit requests, recommending a large tentative subdivision map to the Board of Supervisors and upholding staff's denial of a billboard identification-sign request.
In separate votes, the commission:
- Approved LU20250400, a special use permit to allow a 70-foot flagpole at 1555 Medical Parkway on the Carson Tahoe campus. Staff (Heather Farris) said the FAA reviewed the proposal and found no hazard to air navigation; the permit carries seven conditions, including FAA notification upon construction and compliance with lighting standards. The commission approved the permit by a recorded 5–1 vote.
- Approved LU2025-0396, a special use permit for a 1,756-square-foot addition to an existing accessory structure at 2459 Airport Road (applicant James Edmonds). Staff recommended approval after finding the addition meets height and design standards; the applicant said the space is intended for personal RV and vehicle storage (not a commercial use). The permit was approved (vote recorded in the minutes as "motion carries"; specific tally not specified in the transcript).
- Recommended that the Board of Supervisors approve the Blackstone Ranch South tentative subdivision map (KDH Builders) to reauthorize a previously approved tentative map allowing 103 single-family lots on roughly 28.85 acres. Staff noted that several federal and state permits and right-of-way conditions constrain road and multi-use path alignment; staff recommended conditions mirroring prior approvals. The commission voted to recommend approval; staff and the applicant said Army Corps approvals are expected in early spring and that construction would follow federal approvals.
- Denied an appeal (LU2025-0390) by billboard owner Charlie Kilpatrick seeking to place two 3-by-5 signs (30 sq ft total) on the security fence at the base of an existing billboard. Staff said Carson City Development Standards base allowable sign area on building frontage and that no building exists on the site; staff concluded the billboard is a structure but not a building, so the requested fence signs are not allowed. The commission voted 5–1 to deny the appeal and uphold staff's October 20, 2025 decision.
- Recommended approval of a zoning text amendment that would allow the Historic Resource Commission to transfer setbacks when relocating historic structures within the historic district, subject to edits requested by the Planning Commission to ensure Planning Commission review where transferred setbacks conflict with base zoning. The commission's recommended amendments include requiring recording of documents on the subject parcel and Planning Commission approval when transferred setbacks are inconsistent with base zoning.
Several items included public questions about floodplain mitigation, maintenance responsibilities, and funding. For the flagpole proposal, city staff said construction would be funded by donations and sponsorships managed by the Park and Recreation Foundation. For the tentative subdivision, staff said the city-owned linear park parcel would remain city-maintained and mitigation areas on private property would be maintained by the homeowners association. Where transcript minutes did not report exact vote tallies, the article states the transcript's recorded outcome rather than inventing numbers.
The commission continued one state-requested special use permit (two office buildings and a four-story parking garage at S. Stewart and E. 5th) to the Feb. 25, 2026 meeting so the Board could act on related master-plan timing and to allow staff–state coordination before formal action.
