The Carson City Planning Commission voted to approve a special use permit allowing a second‑story addition to use an existing nonconforming front setback at 6 Savage Circle.
Planner Heather Manzo told the commission the home encroaches into the front setback in places by roughly 2 to nearly 6 feet and that the city code (Carson City Municipal Code 18.04.030) provides an avenue to continue a nonconforming setback by obtaining a special use permit. Manzo also noted two attached sheds on the west side of the property lack permits and encroach into the required 5‑foot side yard setback; staff recommended either removing them or modifying them to comply with code.
Applicant Ryan Wilson told the commission he and the current owners will remove the sheds and anticipated they would be removed during construction. Commissioner Kron moved to approve SUP LU‑2025‑0352 with a modification to condition 7 changing the side referenced from “south” to “west” and requiring removal of the two sheds on the west side prior to issuance of a building permit; Commissioner Peterson seconded the motion. The commission voted in favor and the motion carried.
Why it matters: The decision allows the property owner to add a second story using the existing footprint while addressing unpermitted side‑yard encroachments. The condition ties resolution of the noncompliant accessory structures to the building permit process.
