Director: $65,000 from Friends will be visible in February gift-fund report; explains encumbrances and programming lines

Director Joy Holt walked the board through the gift fund and how finance treats donations in the accounting cycle. She said the city typically budgets conservatively for the gift fund and then performs a "true up" in February to pull forward donations once funds are in hand. "For our gift fund, we won't see the money and the $65,000 that was received from the friends till approximately February," Holt said, adding that the funds have been deposited.
Holt said encumbrances shown in prior reports represent amounts committed through purchase orders but not yet paid; once purchase orders close, encumbrances are released and the available balance changes. Trustees asked about community programming line items and apparent differences between budgeted amounts and year-to-date expenditures; Holt explained the timing and the role of the Friends' donations in seeding community programming budgets.
Holt also acknowledged there are other donations and bequests that populate the gift fund beyond Friends' contributions and noted she will request finance to reflect her requested allocations when the true-up occurs.
