The Carson City Planning Commission on June 25 approved a special‑use permit to allow a second‑floor residential unit and the permanent placement of three metal storage containers associated with a business at 2580 North Carson Street.
Staff presenter Heather Manzo said the site is adjacent to residences and that staff is recommending approval with seven conditions, including extension of screening fencing along the southern property line, compliance measures to bring the containers into conformance with code, and provision of 250 square feet of private open space for the proposed apartment. Manzo noted the containers currently on site are painted gray to match the building and recommended additional screening and enclosure.
Applicant Britney Badham, who said she and her husband own the property and frequently travel between Carson and Reno, characterized the upstairs area as roughly studio‑sized and said it would be used by the owners when they are in town rather than rented to a long‑term tenant. Badham said the site uses a recycling company to remove tires weekly and that the owner intends to address the front landscaping and build stairs and fencing as required.
Commissioners asked about fence height (staff said 6 feet with slats meets the screening requirement), container placement, whether containers would be used for tire storage (Badham said they would store tire material to clean up the property), and landscaping obligations. Staff clarified that building permits and compliance with building and fire codes will govern interior improvements for the apartment if the special‑use permit is granted.
A motion to approve the special‑use permit case LU2025‑0188 passed. The conditions in the staff report include screening, site compliance for containers, and provision of the required private open space for the unit.
